I was looking at the Canon 17-40mm f/4 L series and the Canon 70-200mm f/4 L series. I want to make sure the lens to buy are good in low light such as for weddings and in churches where flash is not allowed.

As a good walkaround travel lens you could also consider the 24-105mm f/4L USM.
However, for low-light photography, you really need to be looking at a faster lens of at least f/2.8, because I think the f/4 is just not fast enough.
